[cairo] using expat for libsvg

Well, that's a sore point -- Gnome and (I think) KDE both use libxml2, and 
I'd really like to be able to build fontconfig against it as well for 
precisely this reason.

But, switching fontconfig from expat back to libxml2 looks hard to me, and 
if cairo is going to have the ability to use either, it sure would be nice 
to share that piece somehow.
