[cairo] Bugzilla now available: http://bugs.freedesktop.org

I've now created a cairo product within the bugs.freedesktop.org
bugzilla interface. Bugs in cairo can now be reported by creating an
account at:

	http://bugs.freedesktop.org

The historical approach to bugs in cairo has been to use this list for
submission, and to use the text files cairo/BUGS and cairo/TODO for
tracking.

There are advantages and disadvantages to either approach.

Bugzilla certainly provides better visibility with regards to the
final status of issues, (eg. open vs. closed is much more clear than
whether a message happens to still be in my inbox or not). And
bugzilla can allow simpler filtering for people who want to hear about
their own bugs and not everything going on in cairo.

I greatly prefer technical discussions to happen in mailing lists,
(since discussions get proper threading information there, where
bugzilla is flat).

I will likely continue to use cairo/BUGS and cairo/TODO for my own
notes, (and anyone with commit access can as well).

So, hopefully this way people can just choose whichever means they
prefer. I will certainly respond to things in either case.

I have noticed that technical discussion on the mailing lists does
often wind down on a particular topic often long before action is
taken. In such cases, it might make a lot of sense to create a bug in
bugzilla when the topic dies down. Such bugs could capture the
consensus of the discussion and serve as a reminder that the
implementation still needs to be made. I think that could be a very
useful pattern.

PS. So far, I've only made a "cairo" product with components for each
backend. If anyone would like to see more products, (eg. for any of
the available bindings), please let me know and I will be glad to
create them.

PPS. The main web page still needs to be updated to point to the
bugzilla stuff. I'll get to that eventually if nobody beats me to
it.
