While it will probably sound GNOME-centric, I'll suggest that evince
is the appropriate place for it.

 - It is a copy of the xpdf internals that we'll be maintaining anyways 

 - It's a rapid-development-stage project so there is no immediate
   release to worry about.

 - It's in a public source code repository where you have commit
   access and we can give other people commit access.
