[cairo] A hidden offset for the Xlib backend

We could use the device offset for Mono, too, and doing it through matrix 
settings (I'm guessing that's what you mean with CTM) wouldn't work well, 
because we have to expose the matrix through System.Drawing, and the 
application/user could change it away from what we set it to.
