Running programs to check for performance paths during build *is* broken, unless you build
on an identical and *completely idle* machine. My buildmachine is a headless box inside a
university lab, and it builds cairo for my arm toys and for my x86 workstation. While both
 the buildbox and my workstation support 3dnow and mmx (opteron in 32bit and athlon) their
performance figures differ wildly. Apart from that, the opteron is compiling stuff for
other users 24/7.

I don't think cairo has to go through great lenghts to guess stuff, since the average user
won't be compiling stuff anyway.
