[cairo] links in SVG

That's a shame. I'm trying to create a graphics library for the bioruby
project (http://www.bioruby.org) and am investigating what approach I
should use. Unfortunately, one of the key features that I'd need is
'clickability' of the glyphs.
Is there a workaround for this?

Not yet. And is not scheduled for inclusion. Someone should come up
with a API proposal first.
