[cairo] Problem with using Cairo on win98

I don't use makefiles directly, but, I'm taking compilation flags from 
there to use in Code::Blocks (www.codeblocks.org) project file.

I still have clients using win98. If possible, it would be fine to not 
force them to change their os/machine.
