[cairo] infinite loop when CAIRO_FIXED_FRAC_BITS is 8

Except that...

It doesn't actually work.

With the proposed change the infinite loop comes back. So I'll have to
look closer at _cairo_pen_stroke_spline_half to see how to fix its
logic to handle this case.
