[cairo] [PATCH] Fix scanline overruns in NEON blitters

Attached is a patch that fixes the main problem Siarhei reported.

The scaling-test still reports an incorrect final CRC, but at least it
now runs to completion.  I'd be interested to hear about any further
problems.
