[cairo] Calling on subsystem maintainers to get ready to check their backends.

Hey all,

This is a heads up for anyone who has an interest in the 
"experimental" cairo backends or non-VAX platforms.  We're pushing 
towards a 1.10 cairo release in the not totally distant future, so if 
you have a favourite backend please get check that your backend still 
works. There's a big change in Chris' pipeline which affects how the 
backends are structured cooking here:

It's likely a good idea to wait until that gets merged into git 
master, but after that would be a great time to shake any bugs out. :)
