[cairo] Cairo + FreeType Binaries for WIndows?

I followed the details for setting up and building inkscape.  My build is in progress.
I do not see how this solves my issue since this does not appear to build the cairo stuff.  
It uses a pre-built cairo in the devlibs install.  This cairo also appears not to have 
been built with freetype support.
