I presume you have a lower bandwidth link?

You can try the gentoo mirrors.  OSUOSL has some at:

http://ftp.osuosl.org/pub/gentoo/distfiles/cairo-1.12.2.tar.xz
http://ftp-chi.osuosl.org/pub/gentoo/distfiles/cairo-1.12.2.tar.xz
http://ftp-nyc.osuosl.org/pub/gentoo/distfiles/cairo-1.12.2.tar.xz

Gentoo lists its public mirrors at:

http://www.gentoo.org/main/en/mirrors2.xml

Add distfiles/cairo-1.12.2.tar.xz to the urls in that list.

There should be one closer to you than fdo.  Or that doesn't limit
download durations like fdo does.

Also, most download apps should be able to restart where they left off.
Wget does that automatically.  Curl has options to, at least.

Or perhaps an ftp client and one of gentoo's ftp-based mirrors will work
better for you.
